Appointments (Leadership Positions)

This page provides guidance for submitting leadership appointment requests within the Texas A&M University System. It outlines which positions require Board of Regents or Chancellor approval, what documentation is needed, and how to submit requests through the Laserfiche workflow.

Regular and Interim Appointments

Appointments include both regular (permanent) and interim (temporary) assignments. The approval route depends on the position level and authority of appointment. The cards below list the required approval for specific appointments.

Acting Appointments

Acting appointments do not require Chancellor or Board approval and no official action is needed at the System or Board level. However, notification to the Chancellor is encouraged so that System Offices can maintain accurate leadership records and communications.

Required documents

Please ensure that all requests include the following documents:

  1. Appointment Memo or Briefing Minute Order
    • For appointments of vice president, dean, agency deputy and associate directors, a one-page memo using one of the approved templates below (saved in .PDF format) is required. See the Member Institutions Memo Templates section for more information.
    • For provost-related positions (e.g., Provost, Deputy Provost, Associate Provost, and Assistant Provost, etc.) a Briefing Minute Order (saved in .DOCX format) is required. See the Briefing Minute Order (BMO) section for more information.
  2. Individual’s CV (saved in .PDF format).
  3. Salary Justification (Personnel Actions Requiring Chancellor Approval) Form
    • The proposed salary should not exceed 10% of the median annual salary for a comparable position at peer institutions or agencies (per the A&M System-wide Pay Plan).  Any salary exceeding this limit will require Board approval.

Requests submitted without these required documents or with incomplete information will experience delays in processing.

Briefing Minute Order (BMO)

A Briefing Minute Order (BMO) is required for positions that require Board of Regents approval (i.e., Provost, Deputy Provost, Associate Provost, and Assistant Provost). Use the BMO template below and provide the necessary background and justification for the appointment. When preparing this document ensure all information is complete and accurate prior to submission. Save the BMO in the .DOCX format to attach to the appointment request.

Member Institutions Memo Templates

For positions that require Chancellor approval, a one-page memo is required using your institution’s approved template below. The memo provides the required details for the appointment and must include the appointee’s information and the electronic signature of the CEO/Director.

Please do not modify the header or footer of the template, as they have been specifically designed for this process. Ensure all information is complete and accurate and save the memo in the .PDF format in order to upload it to the Laserfiche portal. Requests submitted in any other memo format will be returned for correction.

Approval PROCESS

The appointment review and approval process depends on the level of authorization required. The graphics below illustrate the routing stages for appointment requests requiring Chancellor or Board of Regents approval. All requests should be considered pending until the appointment decision has been made and a final approval or disapproval notice has been received.

For positions requiring Chancellor approval, the request progresses through five key stages: Request Submission, Intake Screening, Vice Chancellor Review, Office of General Counsel Review, and Chancellor Review, followed by the Appointment Decision.

Workflow for Positions that Require Chancellor Approval

For positions requiring Board of Regents approval, the process follows a similar path but includes one fewer review stage. After Request Submission, Intake Screening, and Vice Chancellor Review, the request advances directly to the Board of Regents Review, where the final decision is made and recorded. Please note that the Board meets quarterly. Materials must meet published agenda submission deadlines for consideration at a specific meeting.

Tips to Avoid Delays

  • Use the approved Member Institution Memo Template (above) and keep it to one page.
  • Do not modify the header or footer section on the memo template.
  • Ensure the Salary Justification/Personnel Action Requiring Chancellor’s Approval Form is complete and consistent with the Memo.
  • Double‑check names, titles, effective dates, and attachments before submitting.
  • Confirm the correct approval path early and plan for Board agenda item submission deadlines when applicable.
