About the A&M System Office HUB Program

The Texas A&M University System (A&M System) is committed to a business program of advocacy, education, knowledge, development and utilization that will achieve Historically Underutilized Business (HUB) procurement participation.

The HUB program is a State of Texas initiative to promote full and equal business opportunities for all businesses in an effort to remedy disparity in state procurement and contracting in accordance with the HUB utilization goals specified in the State of Texas Disparity Study. A HUB is an entity as defined within Texas Government Code, Title 10, Subtitle D, Chapter 2161

The A&M System HUB Program ensures the system’s good faith effort to include HUB businesses in its procurement efforts. This good faith effort involves evaluating and determining subcontracting opportunities, administering the mentor/protégé program, participating in marketing and outreach efforts to promote contracting and subcontracting opportunities in an effort to achieve HUB participation, and reporting HUB expenditures to the Texas State Comptroller.

The A&M System HUB Program is responsible for:

  • Identifying and promoting the use of HUBs to meet the procurement needs of the System Offices
  • Hosting, sponsoring, and attending forums, fairs, and events to recruit and utilize HUBs
  • Encouraging the use of the Mentor/Protégé Program and sponsoring eligible teams for major construction projects
  • Developing and implementing HUB Program initiatives
  • Providing HUB training and assistance to staff
  • Monitoring HUB compliance

FY25 A&M System HUB Goals

  • 10% for HEAVY CONSTRUCTION, other than building contracts
  • 30% for all BUILDING CONSTRUCTION, including general contractors and operative builders’ contracts
  • 10% for SPECIAL TRADE CONSTRUCTION contracts
  • 35% for PROFESSIONAL SERVICES contracts
  • 11% for all OTHER SERVICES contracts
  • 45% for COMMODITIES contracts

Where to Find Opportunities

Explore current contracting and subcontracting opportunities available through the A&M System and the State. Use the tabs below to find active bids, construction projects, and more.

The A&M System’s Office of Facilities Planning & Construction (FP&C) regularly shares upcoming construction-related contracting opportunities on its webpage. You’ll also find the Capital Plan, Master Agreement lists, and other helpful resources.

AggieBid is the A&M System’s online bidding portal where suppliers can view current Invitations to Bid (ITB), Requests for Proposal (RFP), Requests for Qualifications (RFQ), and Requests for Information (RFI) posted by multiple System members. It’s a centralized space to explore active opportunities and submit responses.

All A&M System solicitations estimated at $25,000 or more are also posted on the state’s centralized bidding site, called the Texas Smart Buy Electronic State Business Daily (ESBD). To find current opportunities from the A&M System, enter our Agency Number “710” and filter by “Posted” under status. This is a great way to view our active solicitations alongside other statewide opportunities.
