R. Brooks Moore

Brooks Moore, Aggie class of 1995,  is the General Counsel of the A&M System. He leads the Office of General Counsel, an office he has served for most of his career.
 
The Office of General Counsel provides legal services for the System Offices and the System member institutions, assists with any litigation representation from the Texas Attorney General’s Office, and secures outside legal counsel services.
 
Moore was named General Counsel in 2025 after nine years as the office’s top deputy and previously served in various other roles.  His practice has focused on ethics/conflicts-of-interest, the Public Information Act, Open Meetings Act, System policies and regulations, legislation, state and federal relations, and records management.  Other areas of Moore’s practice have included state and federal statutory and regulatory compliance, employment law, and athletics.
 
Moore grew up in Navasota. He and his wife Jennifer have two adult children, Susan and Walker.
 
Prior to joining OGC in July 2005, Moore was in private practice in Austin representing Texas school districts. He started career as an attorney with the Texas Attorney General’s Office.
