R. Brooks Moore

Brooks Moore is Deputy General Counsel, serves as managing counsel for the Governance practice area, and oversees the System’s Policy Office.  His governance practice focuses on the Public Information Act, Open Meetings Act, System policies and regulations, conflicts of interest/ethics, legislation, state and federal relations, and records management.  He also serves as the public information officer for the System Offices and is the System records management officer.  Mr. Moore regularly provides client education training sessions on topics such as open records, FERPA, and records management.

Prior to joining OGC, he was in private practice in Austin representing Texas school districts and previously was an attorney with the Texas Attorney General’s Office.  Mr. Moore is a native of Navasota, Texas.
