Nancy S. Elmilady

Nancy Elmilady practices in the Health and Business Affairs group. Her practice includes advising The Texas A&M University System and its members on matters involving healthcare, information technology, commercial transactions, and data privacy and security.

Nancy joined the Office of the General Counsel in June 2023 with over 17 years of experience practicing law and more than 11 years of service to the State of Texas. Nancy began serving Texas in 2008 as an enforcement attorney and special prosecutor for the Securities Board with a focus on securities fraud and other white-collar matters. Before joining OGC she served as the General Counsel for the Texas Credit Union Department, where she oversaw all legal matters for the agency including management and oversight of procurement and contracting.  Nancy was a member of the Office of the Attorney General’s transactional team within the General Counsel’s Division where she advised, drafted, and reviewed contracts for state agencies and provided legal support for outside counsel contracts. While at the Attorney General’s Office, Nancy also served as litigation counsel for the Financial Litigation Division, where she represented state agencies in a wide array of disputes in both mediation and court.  She handled various matters, including breach of contract claims and procurement disputes in the areas of healthcare contracting, information technology, grants, and construction. Before working with the Attorney General’s Office, Nancy was a senior litigator for the Texas Medical Board and her practice included regulatory case assessment, prosecution, and negotiation of violations of the Medical Board’s rules and statutes as they relate to physicians, physician assistants, and other medical providers.
