{"id":12968,"date":"2015-01-23T09:35:10","date_gmt":"2015-01-23T15:35:10","guid":{"rendered":"http:\/\/www.tamus.edu\/marcomm\/?page_id=12968"},"modified":"2024-09-03T09:55:37","modified_gmt":"2024-09-03T14:55:37","slug":"public","status":"publish","type":"page","link":"https:\/\/www.tamus.edu\/marcomm\/socialmedia\/public\/","title":{"rendered":"Public Notification"},"content":{"rendered":"<h2 style=\"text-align: left;\" align=\"center\"><strong>Public Notification for Social Media<\/strong><\/h2>\n<p>The Texas A&amp;M University System (A&amp;M System) and its members provide the following information to notify the public of the policy areas that impact the public\u2019s use of social media platforms used by the A&amp;M System and its members.<\/p>\n<p><strong>Accessibility<br \/>\n<\/strong>The A&amp;M System is committed to providing an online presence that enables full public access to Texas government information and services.\u00a0 Please reference the A&amp;M System <span style=\"color: #3366ff;\"><strong><a style=\"color: #3366ff;\" href=\"https:\/\/www.tamus.edu\/offices\/marcomm\/reports\/accessibility\">accessibility statement<\/a><\/strong><\/span> and\/or the accessibility policy of each of our members for more information.<\/p>\n<p>To accommodate users with disabilities, here are suggested alternative access sites for these social media channels. System social media managers, please see System guidelines for creating and sharing accessible social media:<\/p>\n<p><strong>Facebook<br \/>\n<\/strong>The Facebook mobile site <span style=\"color: #3366ff;\"><strong><a style=\"color: #3366ff;\" href=\"https:\/\/m.facebook.com\/\">https:\/\/m.facebook.com<\/a> <\/strong><\/span>is a suggested accessible alternative to the original Facebook page. Please also reference Facebook\u2019s help page for <strong><a href=\"https:\/\/www.facebook.com\/help\/273947702950567?helpref=hc_global_nav\"><span style=\"color: #3366ff;\">Accessibility for People with Disabilities<\/span><\/a><\/strong> for more information.<\/p>\n<p><strong>Instagram<br \/>\n<\/strong>As Instagram is owned by Facebook, please reference Facebook\u2019s help page for <strong><span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.facebook.com\/help\/273947702950567?helpref=hc_global_nav\">Accessibility for People with Disabilities<\/a>.<\/span><\/strong><\/p>\n<p><strong>X (formerly known as Twitter)<\/strong><\/p>\n<p>Please see<strong><span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/help.twitter.com\/en\/resources\/accessibility#:~:text=Accessibility%20at%20X&amp;text=We%20have%20a%20dedicated%20group,established%20guidelines%20and%20best%20practices.\"> \u201cAccessibility at X\u201d<\/a><\/span><\/strong> for more information.<\/p>\n<p><strong>YouTube<br \/>\n<\/strong>The A&amp;M System and its members will link to and display videos on its YouTube channels that have closed captioning available for hearing impaired viewers.<span style=\"color: #3366ff;\"><strong> <a style=\"color: #3366ff;\" href=\"https:\/\/support.google.com\/youtube\/answer\/2734796?hl=en\">Learn more about the closed captioning feature<\/a><\/strong><\/span> on YouTube.<\/p>\n<p><strong>Intellectual Property Rights and Ownership<br \/>\n<\/strong>Intellectual property rights of content provided by the public will be governed by federal copyright law, the terms of service of the social media provider, and the copyright policies of the A&amp;M System and each of its members. Please reference the <span style=\"color: #3366ff;\"><strong><a style=\"color: #3366ff;\" href=\"https:\/\/www.copyright.gov\/dmca\/\">Digital Millennium Copyright Act notice<\/a><\/strong><\/span> and contact information for each of our members should you need to report a copyright issue.<\/p>\n<p>Any trademarks that appear on A&amp;M System social media sites are the property of their respective owners who may or may not be affiliated with, connected to, or sponsored by the A&amp;M System. Please refer to the trademark requirements of each of our member universities and agencies for information before using any A&amp;M System trademark.<\/p>\n<p><strong>Linking\/Third-Party Websites<br \/>\n<\/strong>The A&amp;M System and its members may publish social media content to third-party websites. These sites are not official websites and therefore, the <span style=\"color: #3366ff;\"><strong><a style=\"color: #3366ff;\" href=\"https:\/\/dir.texas.gov\/resource-library-item\/state-website-linking-privacy-policy\">State Website Linking and Privacy Policy<\/a> <\/strong><\/span>apply, as well as the linking policies of our member universities and agencies.<\/p>\n<p><strong>Moderation<br \/>\n<\/strong>All published social media content may be subject to monitoring. This content may take the form of digital text, photography, graphics and videos. User-generated posts may be rejected or removed if possible when the content of a post:<\/p>\n<ul>\n<li>violates the terms of service that governs the social media sites;<\/li>\n<li>contains personal identifying information or sensitive personal information, as defined in Tex. Code Bus &amp; Com. Sec. 521.001 et. seq.;<\/li>\n<li>contains offensive terms that target protected classes;<\/li>\n<li>is threatening, harassing or discriminatory;<\/li>\n<li>incites or promotes violence or illegal activities;<\/li>\n<li>contains information that reasonably could compromise public safety;<\/li>\n<li>advertises or promotes a non-affiliated commercial product or service, or any entity or individual;<\/li>\n<li>promotes or endorses political campaigns or candidates; or<\/li>\n<li>violates a trademark, copyright or other law.<\/li>\n<\/ul>\n<p><strong>Privacy<br \/>\n<\/strong>A&amp;M System members or state employees are permitted to only post public information on social media platforms. If communication that takes place on A&amp;M System or its members social media accounts that involves or requires private information, communication will be redirected through other appropriate channels. Social media posts from the public on A&amp;M System or its members\u2019 social media platforms become public record and may be shared on A&amp;M System websites. This information is also subject to public information requests. For more information, please refer to the <span style=\"color: #3366ff;\"><strong><a style=\"color: #3366ff;\" href=\"https:\/\/policies.tamus.edu\/61-01.pdf\">A&amp;M System Public Information Act Compliance policy<\/a><\/strong><\/span> and the policies of our members.<\/p>\n<p>The A&amp;M System and its members are not responsible for content posted by others to its social media platforms. Users that enter personal information on its social media platforms do so at their own risk. The A&amp;M System and its members are not responsible for the public display of such private information. The A&amp;M System and its members may also remove postings to its social media sites that contain personally identifiable information, but neither the A&amp;M System, nor its licensors or contractors are responsible for any damages caused by delays in such removal.<\/p>\n<p><strong>Public Information Act (Public Information Act, Texas Government Code Chapter 552) and Record Retention<br \/>\n<\/strong>Social media accounts may contain communications sent to or received by state employees, and such communications are therefore public records subject to State Records Retention requirements. These retention requirements apply regardless of the form of the record (digital text, photos, audio, video, etc.). The A&amp;M System and its members will put forth reasonable efforts to archive copies of social media content in order to meet state records retention obligations in accordance with the DIR Records Retention Schedule.<\/p>\n<p><strong>Terms of Service<br \/>\n<\/strong>Social media sites are third-party websites and have terms of service and policies that are not governed by the A&amp;M System or the state of Texas. These third-party sites are not official A&amp;M System websites and the third-party\u2019s website terms of service and policies apply. Services provided by the A&amp;M System or its members on third-party social networking services, communication services, or media-sharing services may be discontinued at any time without prior notice.
