Kate Pharr

Kate Pharr joined the Office of General Counsel in 2020 and provides legal advice and counsel to the A&M System and its members on a broad range of health affairs, data, technology, and privacy matters, including: compliance with federal, state, and international privacy and cybersecurity laws, such as the Health Insurance Portability and Accountability Act and the Family Educational Rights and Privacy Act; information technology and software agreements; consent forms; privacy policies and practices; data use and processing agreements; data breaches and other cybersecurity incidences; clinical trials; and research initiatives in the healthcare space. Kate also advises the A&M System’s group health plans and A&M System member clinics that provide medical or other healthcare services to faculty, staff, students, and the community.

Prior to joining OGC, Kate served as Corporate Counsel for a sports nutrition company in Bryan, Texas where she advised on privacy matters and negotiated IT, marketing, and sales agreements. Previously, she was the Program Manager of the Corporate Relations group at Texas A&M AgriLife Research in College Station, Texas where she managed sponsored research programs in the life sciences and agriculture technology fields, and she was a Corporate Associate at Wilmer, Cutler, Pickering, Hale and Dorr in Boston, Massachusetts where she advised technology, life sciences, and pharmaceutical companies in complex commercial transactions, including venture capital financings, mergers and acquisitions, and offerings.
