For the blog posts in June, we will continue utilizing the <a href=\"https:\/\/lehd.ces.census.gov\/data\/pseo_experimental.html\">US Census Bureau&#8217;s Post-Secondary Employment Outcomes (PSEO)<\/a> data that now provides earnings and employment data for 11 partnership states (Colorado, Connecticut, Louisiana, Maine, Michigan, New York, Ohio, Pennsylvania, Texas, and Wisconsin), including the recently added state of Indiana. <span style=\"color: #3366ff;\"><b>This blog post will use data from the PSEO Flow dataset that will look at the percentage of bachelor&#8217;s degree graduates from Doctoral Institutions who graduated between 2001 and 2015 and who have been classified as non-employed or marginally-employed based on US Census Bureau&#8217;s access to nationwide earnings data.<\/b><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-573c818 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"573c818\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-7e7e4b3\" data-id=\"7e7e4b3\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-63e8319 elementor-widget elementor-widget-heading\" data-id=\"63e8319\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Conceptualizing Underemployment of College Graduates<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-81f0381 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"81f0381\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-4ee3b7f\" data-id=\"4ee3b7f\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-ead5aa3 elementor-widget elementor-widget-text-editor\" data-id=\"ead5aa3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul>\n<li>\n<figure id=\"attachment_20210527\" aria-describedby=\"caption-attachment-20210527\" style=\"width: 600px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.newyorkfed.org\/research\/college-labor-market\/college-labor-market_underemployment_rates.html\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/www.tamus.edu\/data-science\/wp-content\/uploads\/sites\/47\/2021\/05\/underemployment-FedResBankNY.png\" alt=\"Underemployment Rates for College Graduates\" width=\"600\" height=\"450\" \/><\/a><figcaption id=\"caption-attachment-20210527\" class=\"wp-caption-text\">Source: Federal Reserve Bank of New York<\/figcaption><\/figure>\n<\/li>\n<\/ul>\n<p>Within conversations about post-graduation employment outcomes, the topic of &#8220;underemployment&#8221; is likely to be expressed by thought-leaders within higher education. According to the <a href=\"https:\/\/www.newyorkfed.org\/research\/college-labor-market\/college-labor-market_underemployment_rates.html\">Federal Reserve Bank of New York&#8217;s Economic Research division<\/a>, which publishes regular updates on a variety of labor market data for college graduates, &#8220;The underemployment rate is defined as the share of graduates working in jobs that typically do not require a college degree.&#8221;<\/p>\n<p>In the chart to the right, you can see underemployment rate trendlines for two groups of graduates: Recent and College. &#8220;Recent graduates&#8221; are those aged 22 to 27 with a bachelor&#8217;s degree or higher, while &#8220;College graduates&#8221; includes those aged 22 to 65 with a bachelor&#8217;s degree or higher. There has been variability for Recent graduates spanning the 31 years of data included in the chart. While the overall average underemployment rate for Recent graduates is 43.1%, the underemployment rate values ranged from a low of 36.6% in April 2001 to a high of 48.4% in November 1992. Broken out by decade, the 2000s had the lowest underemployment rate for Recent graduates of 41.5%, with the 1990s at 43.8%, and the 2010s at 44.2%. For the College graduates group, the 31-year average is 34.3%, with a low of 31.4% in June 2000 and a high of 35.1% in February 2014. Across decades, the underemployment rate has crept up slightly from 33.3% in the 1990s to 33.4% in the 2000s to 34.5% in the 2010s.<\/p>\n<p><u>NOTES<\/u>: Clicking on the chart will take you to the source web page, where an interactive version of the visualization along with additional data may be accessed. The underemployment data appear to include all institutional types (e.g., public, private, and for-profit).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-8bbc09f elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"8bbc09f\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-c40eea9\" data-id=\"c40eea9\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-44a769e elementor-widget elementor-widget-heading\" data-id=\"44a769e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">US Census Bureau's Variation on Underemployment: Non-\/Marginally-Employed Graduates<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-bb3c025 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"bb3c025\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-85912df\" data-id=\"85912df\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-72aa354 elementor-widget elementor-widget-text-editor\" data-id=\"72aa354\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>In the US Census Bureau&#8217;s PSEO data, there is a slightly different construct that is analogous to underemployment shown above: non-employed or marginally employed (NME). According to US Census Bureau&#8217;s documentation, &#8220;Workers who do not meet the labor force attachment restrictions&#8230;are counted in the residual measures&#8221; that are referred to as &#8220;non-employed or marginally employed&#8221; (<a href=\"https:\/\/lehd.ces.census.gov\/data\/pseo_documentation.html#employment\">US Census Bureau<\/a>). The two restrictions exclude graduates who &#8220;earn less than the annual equivalent of full-time work at the prevailing federal minimum wage&#8221; and &#8220;graduates with two or more quarters with no earnings in the reference year.&#8221; We include the underemployment data above to provide comparison for the remaining discussion of the PSEO non-\/marginally-employed data.<\/p>\n<p>In the visualizations below, we present the NME percentages by university across the three timepoints (1, 5, and 10 Years after graduation) included in the PSEO data broken out by Carnegie Classification for Doctoral Universities. The size of each university data point corresponds to the number of graduates included in the PSEO data at each timepoint. To differentiate Texas institutions, the color-coding of the data points corresponds to public university system affiliation in Texas, with all out-of-state institutions shown in a light-gray color. We have also included distribution data for each timepoint, showing the group averages along with box plots that help identify outliers in the data. When interpreting the institutional rates compared to the group average, it is important to note that an NME rate above the average means that a higher percentage of bachelor&#8217;s degree graduates from that university were non-employed or marginally-employed when compared to the group average. <span style=\"color: #3366ff;\"><b>Institutions located below the average are performing better on the NME metric than institutions located above the group average.<\/b><\/span><\/p>\n<p><u><b>Doctoral Universities: Very High Research (VHR) Activity<br \/><\/b><\/u><\/p>\n<ul style=\"list-style-type: disc; margin-left: 5em; list-style-position: outside;\">\n<li>For Year 1 Average NME rates, all of the Texas institutions have NME rates below the average for their Carnegie Classification of 34.4% one year after graduation. Binghamton University in New York shows the highest NME percentage of 44.9%, with UT Arlington having the lowest NME percentage in Year 1 at 23%.<\/li>\n<li>For Year 5 Average NME rates, the group average drops to 26%, with UT Austin and UTEP above the group average. The distance from highest NME percentage to lowest shrinks in Year 5, with CUNY Graduate School and University Center in New York with the highest average of 37.2%, while the University of Cincinnati in Ohio is the lowest NME institution at 19.6%.<\/li>\n<li>For Year 10 Average NME rates, the overall average increases slightly to 26.1%, while the span between the top and bottom institutions increases from Year 5. UT Austin, University of North Texas, UT Dallas, and Texas A&amp;M University are all above the group average in Year 10. The University of Colorado Denver has the highest percentage at 38.6%, while Binghamton University in New York has the lowest NME rate at 20.4% in Year 10, marking a 24.5 percentage point drop for Binghamton University from Year 1 to Year 10.<\/li>\n<\/ul>\n<p><u><b>Doctoral Universities: High Research (HR) Activity<br \/><\/b><\/u><\/p>\n<ul style=\"list-style-type: disc; margin-left: 5em; list-style-position: outside;\">\n<li>For Year 1 Average NME rates, the overall average of 30.4% in Year 1 after graduation for the Doctoral: High Research group is lower than the 34.4% seen in the Doctoral: Very High Research group. For Texas institutions, Texas A&amp;M University-Kingsville is slightly above the group average, with the rest of the Texas institutions below the average. City College of New York &#8211; CUNY shows the highest NME percentage of 41.4%, with IUPUI Indianapolis having the lowest NME percentage in Year 1 at 24.8%.<\/li>\n<li>For Year 5 Average NME rates, the group average drops to 23.1%, with UT San Antonio and Texas Southern above the group average. The distance from highest NME percentage to lowest shrinks in Year 5, with the University of New Orleans in Louisiana at 32.6%, while the Bowling Green State University in Ohio is the lowest NME institution at 17.9%.<\/li>\n<li>For Year 10 Average NME rates, the overall average increases slightly to 23.7%, while the span between the top and bottom institutions decreases from Year 5. UT San Antonio, Texas State University, TAMU-Corpus Christi, and Texas Southern University are above the group average in Year 10. The University of Colorado Colorado Springs has the highest percentage at 32.4%, while Bowling Green State University in Ohio once again has the lowest NME rate at 18.3% in Year 10.<\/li>\n<\/ul>\n<p><u><b>Doctoral Universities: Professional Universities<br \/><\/b><\/u><\/p>\n<ul style=\"list-style-type: disc; margin-left: 5em; list-style-position: outside;\">\n<li>For Year 1 Average NME rates, the overall average of 26.2% in Year 1 after graduation for the Doctoral: Professional Universities group is lower than both the 34.4% seen in the Doctoral: Very High Research group and the 30.4% in the Doctoral: High Research group. For Texas institutions in this last category, Stephen F Austin State University, Sam Houston State University, and Lamar University are above the group average. The University of Northern Colorado shows the highest NME percentage of 29.3%, with UT Tyler having the lowest NME percentage in Year 1 at 19.8%.<\/li>\n<li>For Year 5 Average NME rates, the group average drops to 20.4%, with Sam Houston State University above the group average. The distance from highest NME percentage to lowest shrinks in Year 5, with the University of Northern Colorado at 23.6%, while the Stephen F Austin State University the lowest NME institution at 18.4%.<\/li>\n<li>For Year 10 Average NME rates, the overall average increases by 2.5 points to 22.9%. Sam Houston State University and Stephen F Austin State University are above the group average in Year 10. Across all three timepoints, the University of Northern Colorado has the highest percentage at 27.3%, while University of Louisiana at Monroe has the lowest NME rate at 20.5% in Year 10.<\/li>\n<\/ul>\n<p><u>NOTES<\/u>: If you are unable to read the labels in the visualization below, we recommend clicking the \u201cFull Screen\u201d button on the lower right of the visualization window to enlarge the information. The rank order of the averages for Doctoral Universities may be surprising, as over 1\/3rd of bachelor&#8217;s graduates from the Very High Research Activity (or R1) universities in the PSEO data are either non-employed or marginally-employed during the first year after graduation. By comparison, just over 26% of bachelor&#8217;s graduates from Doctoral\/Professional Universities were non-\/marginally-employed during the first year post-graduation, which is an 8.2% difference between this group and the R1 institutions. The gaps between the three Doctoral University groups narrows over time, with just 3.2 percentage points separating the highest and lowest group averages in Year 10 after graduation.<\/p>\n<p>When comparing the decline in NME rates from Year 1 to Year 10 in the PSEO data to the underemployment data presented at the top of the blog post, the NME trends seem to mirror the longitudinal data from the Federal Reserve Bank of New York report. As graduates move from the &#8220;Recent graduates&#8221; to the &#8220;College graduates&#8221; when turning 28-years-old, the average underemployment rate drops from 43.1% to 34.3% historically, representing a 20.4% decrease. When averaging the NME rates across all Doctoral Universities in the PSEO data, the change from the overall average of 31.4% in Year 1 to 24.6% in Year 10 is a 21.7% change.
