The Texas Higher Education Coordinating Board, with strong support from the state’s educational, business and political communities, in October 2000 adopted the Closing the Gaps by 2015 initiative. According to the THECB, the plan is directed at closing educational gaps in Texas as well as between Texas and other states. The plan’s four main goals include: to close the gaps in student participation, student success, excellence and research. The Closing the Gaps plan includes strategies for reaching each of the goals and an annual performance measuring system.
The THECB provides access to the annual Closing the Gaps by 2015 reports which detail performance in the plans’ four target areas of participation, success, excellence and research. The four target areas have individual goals of:
- Participation-By 2015, close the gaps in participation rates across Texas to add 630,000 more students.
- Success-By 2015, award 210,000 undergraduate degrees, certificates and other identifiable student successes from high quality programs.
- Excellence-By 2015, substantially increase the number of nationally recognized programs or services at colleges and universities in Texas.
- Research-By 2015, increase the level of federal science and engineering and development obligations to Texas institutions to 6.5 percent of obligations to higher education institutions across the nation.
