Welcome to the website of the Property & Construction Section for the Office of General Counsel, The Texas A&M University System. The Property & Construction Section provides centralized and comprehensive services in the areas of Real Estate; Oil & Gas; Foundations, Gifts and Donations; Facilities Planning & Construction; and Public Finance & Tax for the eleven (11) universities, seven (7) state agencies and Health Science Center within the A&M System.
Services include:
- Processing of required approvals for real estate transactions from A&M System officials, the Board of Regents and the Texas Higher Education Coordinating Board.
- Providing legal advice and counsel to A&M System administrators, faculty and staff in areas of actual and potential legal liability as it pertains to real estate law, gifts, construction and investments.
- Providing guidance and assistance to the institutions within the A&M System for compliance with policies and laws governing real property and real property transactions, gifts, construction and investments.
- Reviewing various investment documents and providing guidance to the Treasury Services Department within the A&M System.
- Coordinating with county appraisal districts and tax offices with respect to property tax issues and exemptions.
- Coordinating with the Office of the Attorney General on various matters.
- Drafting, reviewing and negotiating contracts with architects/engineers, contractors, and construction managers for construction and for professional design services.
- Providing advice and counsel regarding construction disputes and other construction matters.

Timothy V. Coffey is an Assistant General Counsel and is the Lead Counsel for the Property & Construction Section. Mr. Coffey is assisted by attorneys Eddie D. Gose, Gina M. Joseph, and Katherine Knight.
