Kristen L. Worman Assistant General Counsel
Kristen's practice focuses primarily on research compliance, export control, and governance matters. She represents the System and its members in proceedings before state and federal agencies, such as the Public Utility Commission of Texas, the Department of Education and the National Science Foundation Office of Inspector General. She also advises System members regarding compliance with System policies and regulations.
Kristen has a broad legal background with more than 15 years of experience in state and federal administrative and appellate law. She joined the Office of General Counsel in April 2010. Prior to joining the OGC, she served as Staff Attorney for Justice Jan Patterson at the Third District Court of Appeals in Austin, Texas. Kristen is board certified by the Texas Board of Legal Specialization in Administrative Law.
Working as an Assistant Attorney General in the Natural Resources Division of the Office of the Attorney General from 2000-2005 and in the Habeas Corpus and Capital Litigation Divisions from 1996-1998, Kristen represented state agencies, including the Public Utility Commission of Texas, the Texas Commission on Environmental Quality, and the former Motor Vehicle Board of the Texas Department of Transportation, in state and federal courts, including the Texas Supreme Court and the United States Court of Appeals for the Fifth Circuit. Kristen has also worked in private practice representing clients before state administrative agencies.
