Assistant General Counsel

Karen Royal practices in both the Institutional Compliance and Litigation and Dispute Resolution sections. Her compliance practice focuses primarily on assisting member institutions in their proactive efforts to establish and maintain effective compliance programs, particularly with respect to NCAA legislation and the U.S. Department of Education regulations.   Her litigation practice involves coordination of the Texas Attorney General's representation of System members in federal and state cases. She represents the System and its members in internal hearings and before federal agencies and regulatory bodies like the Department of Education, Equal Employment Opportunity Commission and the Texas Workforce Commission. In addition, she advises System members on general employment matters.

Karen serves as lead liaison attorney to Texas A&M International University and Texas A&M University-Kingsville, and is the alternate liaison to Texas A&M University-Corpus Christi and Texas A&M University-San Antonio.  As a native of San Antonio, she enjoys the opportunity to serve the South Texas region.
