R. Brooks Moore
Managing Counsel, Governance

Brooks Moore is managing counsel for the Governance practice area, is also in the Student Affairs & Special Projects practice area and oversees the System's Policy Office.  His governance practice focuses on the Public Information Act, Open Meetings Act, System policies and regulations, conflicts of interest/ethics, legislation, state and federal relations, and records management.  He also serves as the public information officer for the System Offices and is the System records management officer.  Mr. Moore has provided a variety of client education presentations on open records, records management and related governance topics.

Prior to joining OGC, he was in private practice in Austin representing Texas school districts and previously was an Assistant Attorney General in the Habeas Corpus Division of the Texas Attorney General's Office.  Mr. Moore is a native of Navasota, Texas.
