Article I
DUTIES AND RESPONSIBILITIES OF THE CSAB

Section 1. Chair

  1. Attend all CSAB meetings.
  2. Serve as Chair of the Executive Committee and give a report from the committee to CSAB as a whole at each regularly scheduled CSAB meeting.
  3. Attend all possible Board of Regents meetings and insure there is proper representation.
  4. Shall cast deciding vote in case of a tie.
  5. Responsible for distributing agendas of all CSAB meetings to each school.
  6. Responsible for appointing a Secretary.
  7. In the event of an unforeseen permanent mid-term vacancy of a vice chair position, is responsible for appointing a vice chair pro-tem until the general election at the end of the existing term.

Section 2. Vice Chair of Administrative Affairs (VCAA)

  1. Attend all CSAB meetings.
  2. Act as the Chair in the Chair’s absence, and perform all duties assigned to that office.
  3. Serve as Chair for the remainder of the term in the event of a permanent mid-term vacancy of the Chair position, so long as accordance with Article V Section 4 of the Constitution is upheld. 
  4. Report to the Chancellor and Board of Regents at the end of each semester in the form of a newsletter.
  5. Assist the Vice Chair of Research and Assessment in the planning and implementation of any trips.
  6. Provide monthly report to the CSAB.
  7. Update the CSAB web page.
  8. Maintain an album of CSAB history including photos, legislative goals, newspaper articles, and accomplishments.

Section 3. Vice Chair of Research and Assessment (VCRA)

  1. Attend all CSAB meetings.
  2. Act as the Chair in the Chair and VCAA’s absence, and perform all duties assigned to that office
  3. Serve as Chair for the remainder of the term in the event that the VCAA cannot fulfill a permanent mid-term vacancy of the Chair position in accordance with Article V Section 4 of the Constitution. 
  4. Plan trips concerning issues pertaining to system components and of higher education, pending approval of CSAB.
  5. Research issues that concern higher education and the students of the Texas A&M University System.
  6. Provide a monthly report of these issues to the CSAB, and provide quarterly advisory reports to the Chancellor.

Section 4. Members

  1. Responsible for acting as a liaison between students, campus, and the CSAB.
  2. Serve on any ad hoc committees or standing committees as appointed or elected.
  3. Participate in trips that enhance student knowledge of system components and issues of higher education.

Section 5. Secretary

  1. Record attendance at all CSAB meetings.
  2. Reflect attendance in the minutes.
  3. Responsible for distributing minutes of all CSAB meetings to each school.

Article II
EXECUTIVE COMMITTEE
Section 1.
The Executive Committee shall be determined at the annual TAMUS Student Services Symposium after the election of officers. The committee shall consist of the CSAB Chair, Vice Chair of Administrative Affairs, Vice Chair of Research and Assessment, an Administrative Advisor, and three schools which do not have an officer representation. The three schools will be determined by a drawing of the Texas A&M University System institutions, including the Galveston campus and the System Health Science Center, and shall be represented by a voting member of the CSAB.
Section 2.
The duties of the Executive Committee shall be as follows:

  1. To serve as the chief judicial body of the CSAB.
  2. To hand down all disciplinary action in the case of an infraction of the Bylaws by a member school. Appeals may be made to the whole of the CSAB and determined by a three-fourths (3/4) majority vote of the entire membership. All voting will follow the rules provided for in Article III of the Bylaws.

Article III
VOTING
Section 1.
Each representative shall have one (1) vote on each item of business, limited to one (1) vote per system institution, Galveston campus, and System Health Science Center.

Section 2.
No formal action can be taken unless the established quorum vote is present, which includes proxy.
Section 3.
Any Chancellor’s Student Advisory Board action not in compliance with the Articles of the Bylaws shall be invalid.

Article IV
AMENDMENTS
Amendments to the Chancellor’s Student Advisory Board Bylaws may be established by a two-thirds (2/3) vote of the total membership of the CSAB.

Article V
RATIFICATION
These Bylaws shall take effect immediately after having received a two-thirds (2/3) vote of the total membership of the Texas A&M University System Chancellor’s Student Advisory Board.
